Tammy Carruthers has a Combined Honours Degree in Economics and Law and is a Certified General Accountant. Tammy is also a Certified Fraud Examiner, a Certified Internal Controls Auditor, a Certified Construction Auditor,  a Microsoft Information Technology Certified Professional and a Project Management Professional. Tammy has extensive training in Six Sigma and Lean Six Sigma and is a Certified Lean Six Sigma Black Belt and Six Sigma Master in Financial Services.  Tammy has been inducted onto Stanford Who's Who.
Tammy started her career with Canada Mortgage and Housing Corporation in Program Evaluation for Public Housing. In 1988, Tammy moved on to the Ontario Public Service where she held various financial and managerial positions in the Ministries of Municipal Affairs and Housing and Labour. In 1989, Tammy received the Ontario Government Award for Innovation.
After 13 years in the OPS, Tammy returned to the federal government as a Telecommunications Analyst with the CRTC where she participated on many national proceedings. As a key member of the team who developed a new revenue based contribution regime to subsidize local telephone services, Tammy received the Federal Award of Merit.
In 2001, Tammy was appointed as a Portfolio Manager with the Modern Comptrollership Office of the Treasury Board Secretariat assisting federal departments and agencies in modernizing their comptrollership practices in light of Independent Review Panel on Modernization of Comptrollership in the Government of Canada. During this tenure, Tammy developed complex Modern Comptrollership Practices model, which set the standards for audits and evaluation of management practices by the Auditor General of Canada.
In 2003, Tammy was appointed to the position of Treasurer for the County of Lanark and subsequently assumed the IT Director role within the organization. Under her leadership, the County received two Awards of Excellence and Innovation from Diamond Municipal Solutions and has been nominated two years in a row for the Microsoft Pinnacle Award of Excellence for their innovative approach to their software solution and their work on PSAB implementation. In 2007, Lanark County was further recognized as a leader in IT by Microsoft Canada.

Kelly Stilling is an Information Systems professional with over 25 years of experience providing technical solutions for both the private and public sector including management of enterprise resource planning systems, network design, process re-engineering, and collaborative creation of IT policies. He has excellent knowledge of current technological solutions and how they support corporate service functions such as finance, payroll, human resources and other departmental programs. 

Prime change management and information technology consultant on several large-scale business process redesign projects, primarily regulatory/governments of all sizes (from 7,000 to 500,000 population).

Undertook current state assessments, ERP implementations, asset management plans, service delivery reviews, business process reviews and redesign (LEAN Six Sigma), change management/organizational reviews, training and project management consulting engagements.Provided a detailed assessment of current state of all IT infrastructure, software applications, data management, security and risks.
Provided recommendations for attainable efficiencies in IT design, software integrations, risk reduction and cost-savings using LEAN Six Sigma modeling as well as managing people changes using PROSCI/ADKAR methodologies.
