Huntsville, ON (May 31, 2023) – Peterborough County, ON has received national recognition for its “Prime for Lean” - Developing a Culture of Continuous Improvement project from the Canadian Association of Municipal Administrators (CAMA).  The County was presented with the 2023 CAMA Professional Development Award, in the 20,001 to 100,000-population category, during an Awards of Excellence Ceremony held today.

“CAMA is pleased to recognize municipal excellence demonstrated by Peterborough County for their continuous improvement project,” said Bev Hendry, CAMA President and CAMA Member-At-Large (For Municipalities with Populations Under 100,000) and CAO for the Township of West Lincoln, ON. Creating a lean culture has empowered their employees, has promoted cross-departmental collaboration, resulting in efficiencies as well as significant cost savings.”

Peterborough County established a partnership with the Ontario Municipal Leadership Institute (OMLI) and WSCS Consulting Inc., to develop a customized training program, focussed on the core principles and methodologies of lean six sigma, change management, and project management.

This unique partnership also enabled the County to become the first municipality in North America to acquire PRIME BPM (Business Process Management software), a process mapping technology solution that supports data-driven decisions that is aligned with the County’s lean six sigma training strategy.

“The County’s 2023 budget is reaping the rewards from this Lean Six Sigma/PRIME BPM journey supported through service delivery reviews. Employees have adapted well to the program and have been implementing what they’ve learned, resulting in over $850k in operational savings for the municipality’s 2023 budget, said Peterborough County’s CAO, Sheridan Graham.”

“The municipal sector is currently faced with the loss of seasoned employees and institutional knowledge walking out the door, said Angela Gravelle, Executive Director of OMLI.” “Peterborough County recognized the need to enhance the skills and capacity of their workforce and with the launch of a customized lean six sigma corporate-wide training initiative, the County is now mapping, analyzing, improving, and documenting more efficient business processes, stated Gravelle.”

Lean Six Sigma Master Black Belt trainer, Tammy Carruthers from WSCS Consulting added that, “Peterborough County has and will continue to transform the organization with the use of PRIME BPM technology and in the long term, the organization will benefit from greater efficiencies and overall reduced costs in service delivery with a focus on the customer.”

“For decades, the CAMA Awards of Excellence have recognized the achievements of local governments and their senior staff in the development and implementation of successful programs, projects or services,” said Vince Lalonde, Chair of the 2023 CAMA Awards, as well as CAMA Board Representative for British Columbia and City Manager for the City of Surrey, BC. “This year we received 35 award submissions. Congratulations to the winners and everyone who took the time to enter the awards program.”
